In preparation for the re-opening of public schools, the Delaware Department of Education formed three work groups charged with developing guidance in the following areas:
In anticipation of the release of the Department's guiding document, the District formed three identical work groups charged with taking the State's guidance and determining if and how the requirements and recommendations could be operationalized in BSD schools. The findings of the work groups would be used by the District in determining the feasibility of potential instructional models and assist in determining the final re-opening recommendation presented to the Board of Education. Work groups ranged in size from 13 to 17 members, with membership from each of the following stakeholder groups on all three committee:

Continuous Improvement SurveyIn the spirit of continuous improvement, the District partnered with Hanover Research to conduct a survey to hear from students, parents, and staff regarding the remote learning that occurred due to school closures last school year. It was important that the District hear first-hand from these different perspectives what went well, and more important, what areas to focus on for improvement should school closure necessitate remote learning during the 2020.21 school year. The constructive feedback from the survey guided the summer work of the District and the development of professional development offerings for staff. Parent Preference Survey |
In order to determine the degree to which the restrictions previously reviewed would impact what the District could offer, we needed to know how many parents were interested in any form of in-person instruction, whether full time or hybrid (part in-person and part remote) to determine our ability to accommodate preferences based on physical classroom availability, as well as staff capacity. In addition, it was imperative that the District know what percentage of those parents preferring an in-person experience for their child were in need of District transportation. Without this information, the District would be unable to determine if a proposed model was feasible.
